The heaviest rain fell during the early afternoon, but the highest winds occurred from around 5 pm to midnight. At both nearby airports (KOKV and KMRB), wind gusts to 60 mph were clocked during the evening. Nevertheless, an early look at the yard seems to indicate that wind damage was limited to twigs and branches, and the electricity stayed on, with a few blinks, during the storm. During the observation period, winds backed from northerly to southwesterly. The barometric pressure bottomed out at around 28.75" (approximately 973.5 millibars) around midnight, and the slowly decaying low-pressure system that was once Sandy is currently located just to the north, over south-central Pennsylvania. The current temperature is 40 degrees F, with light, wind-driven rain falling. Flash flood effects seems to have been limited by the fact that rain was well distributed, and never extremely heavy, during the storm. The event-total rainfall through October 30 at 7 am was 3.06".

I thought I saw snow mixed in with the rain on Tuesday morning but was unable to confirm on several trips outside. Minor to moderate flooding moved into main-stem creeks and rivers; nearby Opequon Creek at Martinsburg crested 3.46 feet above flood stage on Tuesday evening. Event-total rainfall: 3.54".

Sleet gradually mixed in with the snow during the morning and at times became the predominant precipitation type by mid-day. During the afternoon, precipitation gradually changed over to freezing rain. Five inches of new snow fell before compression began due to freezing rain, which continued late into the night. Total ice accretion peaked at 0.1 inch. Despite overnight temperatures in the 33- to 36-degree F range, elevated surfaces (e.g. trees, cars) are still carrying some ice this morning. With winds ramping up today, there is some concern about the combination of wind and ice-burdened trees. Finally, precipitation ended overnight as a period of snow that resulted in an additional 0.2 inch accumulation. The current snow depth of 4.5 inches includes nearly an inch from Dec. 24, and approximately 3.5 inches from the Dec. 26-27 event. Current temperature: 35 degrees F.

Despite some melting on Dec. 28, the existing snow/ice cover (from the Dec. 24 and 26 storms) remains very solid, crunchy, and resilient.

New snow accumulated exactly 2.0 inches by 11 am, when the depth (including snow from Dec. 24 and 26) peaked at 5.5 inches. Even though light snow continued until nearly 1 pm, new snowfall settled to 1.7 inches by the time precipitation ended. Snow consistency was wet, plastering trees and other objects, but also initially very fluffy due to the large flake size.
